Adaptation Fund Board
The Adaptation Fund Board is the operating entity that supervises and manages the Adaptation Fund.

Below are some of its functions:

•  Develop strategic priorities, policies and guidelines, and recommend their adoption to the Conference of Parties to the Kyoto Protocol.
•  Develop and decide on specific operational policies and guidelines, including programming guidance and administrative and financial management guidelines.
•  Develop criteria based on principles and modalities to ensure that the implementing and executing entities have the capacity to implement the administrative and financial management guidelines of the Adaptation Fund.
•  Decide on projects, including the allocation of funds, in line with the Adaptation Fund principles, criteria, modalities, policies and programmes
•  Monitor and review implementation of the operations of the Adaptation Fund.
•  Regularly review performance reports on implementation and ensure independent evaluation and auditing of activities supported by the Adaptation Fund.
•  Develop and approve draft legal and administrative arrangements for the Adaptation Fund secretariat services and the trustee for approval by the Conference of Parties under the Adaptation Fund.

The Adaptation Fund Board is composed of 16 members and 16 alternates representing Parties to the Kyoto Protocol. More than 50% of the Board members come from developing countries.
 
Trustee
The Trustee for the Adaptation Fund Board is the World Bank. It is responsible for the transfer of funds to an implementing body upon the written instruction of the Adaptation Fund Board.  

Designated Authority (DA)
The Designated Authority is the authority that endorses on behalf of its national government project and programme proposals by an implementing entity seeking direct access to the Adaptation Fund.
 In Kenya, Dr. Richard Lesiyampe; Permanent Secretary for the Ministry of Environment, Water and Natural Resources is the DA.
The main responsibility of the Designated Authority is to endorse on behalf of its national government accreditation applications of entities seeking to be national, regional or sub-regional Implementing Entities under the Fund.
In addition, the DA endorses projects and programmes proposed by the implementing entities by confirming whether the proposals are within its government’s national or regional priorities.
NIE (National Implementing Entity) Kenya
This is a national legal entity nominated by the designated authority on behalf of its country to be the implementing entity under the Adaptation Fund. This entity then seeks accreditation from Adaptation Fund Board in order to have direct access to the Adaptation Fund resources on behalf of its country.
The main responsibility of an NIE is the overall management of the projects and programmes financed by the Adaptation Fund. It also bears all the financial, monitoring and reporting responsibilities.
NEMA is the NIE for Kenya under the Adaptation Fund. It acquired this status / function after undergoing a rigorous accreditation process.
 Inter-ministerial Committee
This is a committee that has the oversight role on the implementation of the programme. It is spearheaded by the Ministry of Environment, Water and Natural Resources.
The committee consists of five members.

• NIE Steering Committee

This is a committee appointed by NEMA to operationalize its role as the NIE for Kenya.
It is composed of representatives from the various departments in NEMA, namely,
1) Directorate

2) Environment Education , Information and Public Participation  Department
3) Legal Services Department

4) Environmental Planning and Research Coordination Department (EPRC)

5) Compliance and Enforcement department (C&E)

6) Finance and Administration

7)Coastal, Marine & Fresh water Sub-Department

• Technical Advisory Committee (TAC)

This is a committee that was formed by the NIE and the Executing Entities (EEs) to provide technical and advisory services to the Programme’s implementation phase.
It is composed of the NIE secretariat and 11 members who represent the EEs.
Executing Entities (EEs)
The EEs are organizations that execute adaptation projects and programmes supported by the Adaptation Fund under the oversight of Implementing Entities. In Kenya, we have three EEs, that is,

•  Coast Development Authority (CDA)
•  Kenya Forestry Research Institute (KEFRI)
•  Tana and Athi River Development Authority (TARDA)

There are several organizations which have partnered with the EEs in the implementation of the KCCAP programme, namely, ADRA Kenya, World Vision, Kenya Red Cross, Caritas Nyeri, VIRED International, Horn Aid International, Kenyatta University and NASARU.
