An officer at this level is responsible for Environmental Education, Information and awareness activities in the Authority.

Job Specifications

Specific duties at this level will include but not limited to:

  1. Facilitating environmental education;
  2. Enhancing public awareness and information on environmental issues;
  • Mobilizing the public to participate in environmental conservation and management;
  1. Coordinating Development of environmental content for publicity materials, Collation and dissemination of environmental information,
  2. Publication of articles;
  3. Establishment of national information and documentation centers;
  • Promoting best environmental practices.
  • Coordinating establishment and operationalization of demonstration Centers
  1. Spearheading preparation and participation of the Authority in selected international and national environmental days and events.
  2. Promoting Partnerships with relevant stakeholders in environmental management and conservation.
  3. Coordinating environmental education and awareness programmes;
  • Coordinating curriculum development on environmental matters for capacity building
  • Monitoring and evaluation of Education for Sustainable Development (ESD) programmes;
  • Enhancing compliance promotion in industry.
  1. Promoting natural resource management and sound environmental protection.
  • Implementing environmental award schemes
  • Enhancing capacity of Ministries, Departments, Agencies and Counties on environmental sustainability
  • Enhancing capacity of NEMA staff and lead agencies on Basic Enforcement Course (BEC)/Principles of compliance and enforcement
  • Managing environmental information and demonstration centers.
  1. Coordinating academic visits by the public to enhance environmental management
  • Coordinating implementation of relevant Multilateral Environmental Agreements (MEAs)

 

Person Specifications

For appointment to this grade, a candidate must have:

  • Bachelor’s Degree in any of the following fields: Environmental Education, Environmental Sciences; Education, Natural Resources Management; Sociology, community development, or any other relevant qualifications from a recognized institution;
  • Master’s Degree in any of the following fields: Environmental Education, Environmental Law; Environmental Policy; Education; Environmental Education, Environmental Sciences; Natural Resources Management; Sociology, community development, development studies or any other relevant qualification from a recognized institution;
  • A minimum period of ten (10) years relevant work experience in environmental field and at least four (4) years in management role in the Public Service or Private Sector;
  • Leadership course lasting not less than four (4) weeks from a recognized institution;
  • Proficiency in computer applications
  • Good Communication skills
  • Planning & Coordination skills
  • Shown merit and ability as reflected in the work performance and results.
  • Fulfilled the requirements of Chapter Six of the constitution

 

 

 

 

 

 

National Environment Management Authority (NEMA), established under the Environmental Management and Co-ordination Act (EMCA) No. 8 of 1999 is mandated to exercise general supervision and co-ordination over all matters relating to the environment in Kenya and to be the Principal Instrument of Government in the implementation of all policies relating to the environment.

NEMA with support of GIZ a German Government Project, will be undertaking a one-year project in 2020 on monitoring of Ozone Depleting Substances in Kenya. The Authority seeks to recruit an intern during the project period to support this assignment.

Duties and Responsibilities

 

The Intern will work under the guidance of NEMA officers, in consultation with the National Ozone Unit (NOU) and GIZ.  Duties and responsibilities will include but not limited to;

  • Following up on the licenses and permits issued by NEMA for 2019 to the Refrigeration and Air Conditioning (RAC) industry
  • Assisting NEMA in collating and corroborating physically on the import quantities of refrigerants through meeting with importing companies, NEMA officers at the borders and Customs Officers of the Kenya Revenue Authority (KRA)
  • Drafting comprehensive report on the verified imported quantities  
  • Monitoring and reporting on the import licenses and permits issued by NEMA for 2020 to the industry
  • Assisting NEMA and the NOU to gain an accurate and detailed picture of the import of ODS in the country
  • Reporting on a regular to the NOU and GIZ
  • Any other duty that may be assigned from time to time.

Requirements for Appointment

For appointment to this position a candidate must have;

  • Graduated with a university degree in Environmental Chemistry, Chemistry, Environmental Science, Biochemistry or any other related field from a recognised Institution, within the last five (5) years;
  • Good interpersonal skills required to interact successfully with various stakeholders ranging from industry to government;
  • Good communication skills both written and spoken;
  • Proficiency in using Word, Excel and Power point;
  • A valid certificate of good conduct from Directorate of criminal investigations (DCI).

In addition the candidate must be;

  • Willing to take up the internship immediately.
  • Able to work independently to ensure that the deadlines are adhered to
  • Willing to working in an environment involving government officials and government agencies

POSITION OF DIRECTOR-GENERAL – REF. NEMA/HR/DG/001/2020 

National Environment Management Authority (NEMA), established under the Environmental Management and Co-ordination Act (EMCA) No. 8 of 1999 is mandated to exercise general supervision and co-ordination over all matters relating to the environment in Kenya and to be the Principal Instrument of Government in the implementation of all policies relating to the environment.

The NEMA Board is seeking to recruit a competent and visionary leader of good professional and ethical standing to fill the position of Director-General. 

Reporting to the Board of Directors, the Director-General is the Chief Executive Officer and Secretary to the Board of Directors, is responsible for overseeing all the strategic, operational and financial performance of the Authority, including the effective management of the executive leadership team.

Key Responsibilities:

The Director-General’s responsibilities will amongst others, be the following: -

  1. Providing overall day to day leadership and administration of the operations of the Authority;
  2. Overseeing preparation and implementation of the performance contract for the Authority;
  3. Ensuring coordinated implementation, effective monitoring and enforcement of environmental management policies, laws and programs;
  4. Developing and recommending to the Board; strategies, policies, work plans and budgets of the Authority and ensuring their implementation;
  5. Providing technical advice to the Board and the Ministry of Environment and Forestry on emerging environmental challenges and issues requiring policy intervention;
  6. Managing and coordinating external relations in terms of policy outreach to Lead Agencies, County Governments, other Governments, International Agencies, Private Sector and NGOs in liaison with the parent Ministry; and
  7. Ensuring quality service, cost effective management of resources and promoting institutional accountability.

Person Specification:-

To be appointed to this position, a candidate must possess the following:

  1. A Bachelors degree from a recognized University in the fields of Environmental Law, Environmental Science, Natural Resource Management or a relevant social science;
  1. At least a Master’s degree from a recognized University in the fields of Environmental Law, Environmental Science, Natural Resource Management or a relevant social science;
  • At least fifteen (15) years working experience in the relevant field, five (5) of which must be at a senior managerial level; and
  1. A Management and Leadership training, lasting at least four weeks, from a recognized institution.

In addition to the above, a candidate is expected to:

  • Fulfill the requirements of Chapter Six (6) of the Constitution of Kenya.
  • Be conversant with Government financial and procurement regulations and procedures.
  • Be conversant with the national, regional and global trends in environment.
  • Demonstrate potential to plan, develop and implement environmental programmes as well as develop institutional linkages.
  • Demonstrate excellent organizational, communication skills, highest ethical standards, integrity, professionalism and managerial competence.
  • Demonstrate ability to lead and motivate team members to deliver on high performance targets.

Terms of Service and Remuneration

NEMA offers a competitive remuneration package in line with Public Service guidelines.  The appointment will be for a contractual period of four (4) years, renewable once for a similar period subject to satisfactory performance and delivery of set performance targets.
