The National Environment Management Authority signed a Performance Contract (PC) for the financial year 2020- 2021 with the Ministry of Environment and Forestry led by the Cabinet Secretary, Mr. Keriako Tobiko. The event held at John Michuki Park was held on 9th December 2020.

The departments and agencies in the Ministry that signed the 2020/2021 performance contract the PC during the event includes; Kenya Forest Service, Kenya Water Tower Agency, National Environment Trust Fund, National Environment Complaints Committee, Kenya Forestry Research Institute and National Environment Management Authority.

During the signing ceremony, NEMA was led by the Chairman, John Konchellah, Vice Chairperson, Prof. Peninah Allo-Obudho and Director General, Mamo B. Mamo.

"It is not a competition of who is better than the other, we are only as strong as our weakest link", CS Tobiko emphasized. The CS said although the ceremonial signing was done today, institutions have been discharging their services for the past six months. The CS said it was important for agency to collaborate in discharging their duties calling on the CEOs and board members to organize periodic meetings where they can compare notes. He added that it was not by accident that such an important meeting is being held at Michuki Memorial Park one of the very few Green Spaces in Nairobi where members of the public visit can enjoy. The Park received an average of 3,000 visitors in the last two months.

The CS urged the Chairmen to ensure the PC activities are undertaken without fail. He reiterated that the State Corporations have been discharging their duties for the last six months since the financial year started in July 2020. He urged the members to strive and improve on performance and ensure they meet quarterly to identify the gaps, challenges and areas of improvement. He encouraged the State Corporations to exercise teamwork in order to improve the performance as a Ministry.

The Ministry focuses is now on the rehabilitation of City Park, Arboretum, Uhuru Park, Central Park and Ngong Road forest among other green spaces. He said that the Ministry was keen to rehabilitate Green Spaces in the informal settlements so as to give its residents a facility to enjoy that is within their reach.  The rehabilitation exercise will ultimately move to other towns in the country.

The meeting was also attended by CAS Hon Mohamed Elmi, Principal Secretary Dr Chris Kiptoo and Head of several departments under the ministry.

Performance Contract is a key tool of performance management which is a negotiated performance agreement between the government and the respective ministry, department or agencies which clearly species the intentions, obligations and responsibilities of the two contracting parties.
