Provincial Environment Committees( PECs)

The Provincial Environment Committees(PEC) is  established by section 29(1) of EMCA 1999. Members   are appointed by the Minister in a gazette notice. The committee  is  chaired by the Provincial Commissioner. The Provincial Director of Environment is  the secretary to the committee of the respective provinces in respect of which they are appointed.

Other members :

Representatives, of the ministry of   agriculture economic planning and development, education, energy, environment, finance, fisheries, foreign affairs, health, industry, law or law enforcement, local government, natural resources, public administration, public works, research and technology, tourism and water resources;
Representatives of local Authorities, farmers or pastoralists,business community,non governmental orgainizations engaged in environmental management and regional development authority 

Key Functions


  • Responsible for the proper management of the environment within the province in respect of which they are appointed.
  • Perform such additional functions as are prescribed by the Act   or as assigned by the Minister.

District Environment Committees (DECs)

The District Environment Committees (DEC) is established by section 29(1) of EMCA 1999. Members   are appointed by the Minister in a gazette notice. The committee is chaired by the District Commissioner. The District Environment officer is the secretary to the committee.

Other members:
Representatives, of the ministry of   agriculture economic planning and development, education, energy, environment, finance, fisheries, foreign affairs, health, industry, law or law enforcement, local government, natural resources, public administration, public works, research and technology, tourism and water resources;
Representatives of Local Authorities, farmers or pastoralists, business community, Non governmental organizations (NGOs) engaged in environmental management and regional development authority
